Stormwater Quality Management Plan (SWQMP)

The Kentucky Division of Water (KDOW) has released for public comment its intent to issue a Municipal Separate Storm Sewer System (MS4) Permit also known as the Stormwater Quality Permit to MSD and Co-Permittees: Louisville Metro and the Cities of Anchorage, Jeffersontown, St. Matthews and Shively. This is the 3rd cycle of the MS4 permit. As part of the required application process, MSD and the Co-Permittees developed a Stormwater Quality Management Plan (SWQMP) in October 2008. MSD intends to update the SWQMP to address KDOW's expectations as expressed in the new permit when it is finalized. The October 2008 SWQMP is available at the bottom of this page.

Rate Schedule Effective August 1, 2010

The rate increase approved by the MSD Board on July 12, 2010 is now in effect for all bills issued on or after August 1, 2010. A copy of the final rate schedule can also be downloaded.

News Release: MSD Financing of Private Sewer Line Replacement

MSD is announcing a new program that will allow residential sanitary sewer customers to replace their broken or stopped up private sewer line on a monthly, interest free, payment plan. MSD will pay the replacement cost to the approved Master Plumber and will then bill the customer on monthly installments at zero interest. There are no extra payments for this service and it is not part of an insurance program. Any MSD residential sewer customer is eligible. read the press release | view program flyer

Reduce Basement Backups

MSD offers two voluntary programs under our Plumbing Modification Program, to reduce basement backups and remove improper connections to the sewer system. This program has helped more than 9,000 property owners prevent basement flooding, decrease sewer system overflows to our streams and river and improve water quality within Jefferson County. MSD offers this voluntary program, usually at NO CHARGE TO YOU. Click here for more info.

2nd Edition Rain Gardens Manuals Now Available (Hard Copy or Download)

You can now download a copy of the Second Edition of A How-To Guide for Building Your Own Rain Garden  (PDF symbol, 5.3M) or you can pick one up in the MSD lobby at 700 West Liberty Street. Or contact MSD's Customer Relations at (502) 587-0603 and provide our representative with your name and address and we will mail you one. The 2nd edition includes an expanded plant list plus a bit more information about understanding urban stormwater and the role rain gardens play with infiltrating runoff.
For a copy of MSD's "Senior Citizen Discount Application" form, click here. If you have any problems downloading the form or need other assistance, please contact MSD Customer Relations at 587-0603 and they will take your contact information over the phone and send you a form. To qualify, applicant must be 65 years of age or older with a household gross income of $35,000 or less per year and be on MSD sewers. Once the Senior Citizen Discount Application has been submitted, review and processing will be completed within approximately 60 days and the customer will receive a status letter.

News & Events

Board procures construction services to install new blowers at Guthrie WQTC Wet Weather Treatment Facility
A new 200-million-gallons-per-day Wet Weather Treatment Facility has been under construction since May, at the Derek R. Guthrie Water Quality Treatment Center (WQTC), for treating wastewater during peak flow conditions. The aeration process is a major part of this Wet Weather Treatment Facility. The existing treatment system utilizes fine bubble diffusers in the aeration tanks, for which three existing centrifugal blowers furnish the air supply. These blowers—which do not provide adequate air supply— have experienced multiple failures during the course of the last five years. The three existing blowers consequently need to be replaced. The capacity should be expanded to include the current and future requirements of Guthrie WQTC with the new Wet Weather Treatment Facility.

Manufacturers and suppliers that desire to have their products, materials and supplies pre-approved for construction by MSD must follow specific guidelines and procedures.

Rain Barrel Sources
April 2009 - Rain Barrels are available for sale at the Louisville Nature Center (LNC) located at 3745 Illinois Avenue (across from the Zoo). The cost of one 58 gallon barrel is $70 or for 2 or more barrels, $65 each. Call 458-1328 to buy, reserve and arrange for pick up.
