Floodplain Management Plan
The Louisville/ Jefferson County
Floodplain Management Plan is a comprehensive plan identifying the
Community’s floodplain inventory, and challenges, by watershed.
Chronicled in the plan is a history of flooding, a summary of the
Advisory Committee partnerships, and a description of programs
being implemented to mitigate flood losses. View the entire

Adopted by the Old City of
Louisville and Jefferson Fiscal Court in February 2000, the
Floodplain Management Plan outlines a Five-Year Action Plan for
mitigation to eliminate or reduce flood losses.
The 2004 Progress Report reviews
what has been completed in our Community to accomplish goals set
in the Five-Year Action Plan and is submitted to FEMA as part of
the annual Recertification of the plan and floodplain management
activities. An Advisory Committee developed the Action Plan and
continues to monitor projects.
The annual Progress Report allows
the Community and stakeholders to review the status of projects
and implementation. The report is the fourth progress report for
the Floodplain Management Plan, which will be incorporated into
Louisville Metro’s All Natural Hazards Mitigation Plan next year.
During April 2004, the Advisory Committee began serving as
stakeholders in planning efforts to address the federal Disaster
Mitigation Act of 2000. A 20-member Planning Team of emergency
related-agencies oversees the all hazard process and will ensure
actions are incorporated in their representative agencies for
hazard mitigation. The Advisory Committee and Planning Team will
continue to meet regularly throughout 2004 and into 2005 as they
review the hazards, vulnerabilities, and develop mitigation
activities for all natural hazards in Louisville Metro. The
Louisville Metro All Hazards Mitigation Plan is scheduled for
public review in January 2005 and will be submitted to Metro
Council for adoption in June 2005.
Current floodplain management
projects range from making recommendations for the Floodplain
Ordinance to developing a Community Emergency Response Team (CERT)
program in pilot neighborhoods. The 2004 Progress Report also
outlines a variety of continuing activities and projects
implemented by Louisville Metro, MSD, Emergency Management Agency
(EMA), and other agencies to coordinate floodplain management and
to reduce flood losses within our Community.
