SUBJECT: MSD
FINANCING OF PRIVATE SEWER LINE REPLACEMENT
MSD is announcing a
new program that will allow residential sanitary sewer customers
to replace their broken or stopped up private sewer line on a
monthly, interest free, payment plan. MSD will pay the
replacement cost to the approved Master Plumber and will then
bill the customer on monthly installments at zero interest.
There are no extra payments for this service and it is not part
of an insurance program. Any MSD residential sewer customer is
eligible.
On Monday, April
19th, at 10:00 A.M. MSD will make a public announcement at a
press conference in the MSD Board Room, located at 700 West
Liberty Street, advising our residential customers that they can
obtain two bids from an approved list of local, licensed master
plumbers, submit those prices to MSD, and the lowest, best bid
will be accepted. The contractor will then replace the old
broken, clogged, or leaking private sewer line at the bid cost.
MSD, in turn, will bill the customer in monthly increments,
WITHOUT INTEREST, from one to three years, depending on the cost
of the replacement. Please plan to attend for details.
This will accomplish
two primary goals.
- It will tighten up
a leaking sewer system, public and private.
- It will provide financial assistance to customers on fixed or
lower incomes to replace a sewer line that probably has caused
them sewer backups in the past.
This program is an
extension of MSD financial assistance programs, such as:
- Financial
assistance for new sewer assessments
- Free
installation of sewer back flow prevention devices
- Discount of
monthly sewer bills for customers 65 years or older who earn
less than $35,000 annually
We have discussed this program with all local plumbing
contractors and they are in full support.
This is a positive
for all concerned. It helps meet consent decree obligations; it
helps customers pay for a new sewer line over time at no
interest; and, work will be performed by local, licensed
plumbing contractors.
