October 12, 2009 Board Meeting Summary

Mr. Schardein advised that Councilman Dan Johnson will hold a town meeting at the Beechmont Community Center at 6:00 p.m. this evening.

Mr. Schardein gave an update on the Derek R. Guthrie Water Quality Treatment Center open house that was held on Saturday, October 3, 2009. Some 500 residents within a one mile radius of the center and Metro Council members were invited to the open house that included tours of the facility and feedback on any concerns that residence may have about the upcoming projects. The open house was held from 10AM to 2PM. A total of six residents and one councilmember attended.

Mr. Schardein reported that the Integrated Overflow Abatement Plan (IOAP) that allows the Consent Decree to proceed was approved by the EPA and is before Judge Simpson to be signed. Mr. Schardein acknowledged the team who contributed to the success of this effort. The IOAP Development Team was directed by Brian Bingham, Regulatory Director and managed by Angela Akridge, Project WIN Program Manager, and Justin Gray, Senior Technical Services Engineer. Gary Swanson of CH2M HILL led the engineering consultant team that worked alongside the MSD staff. The lead technical consultants included O’Brien and Gere Engineers, Strand and Associates, URS Corporation, Tetra Tech and Heritage Engineering. Team members included Spatial Data Integration, Red Wing Ecological, HDR, Moore Enterprises, Messier, Khafra, Stantec, JTL, and Coulter Mapping.

Regulatory Services

  • MSD’s Standard Professional/Technical Services Agreement Amendment No. 3 for MFWQTC laboratory facility design services with Burgess & Niple, Inc. and the MFWQTC Laboratory Facility Rebid, Contract No. 15460 with National Water Services were pulled from the agenda.
  • East Region Emergency Generator Phase III, Construction Phase III, Construction Order No. 2009-087
  • West Region Emergency Generator Phase III, Construction Phase III, Construction Order No. 2009-088

Closed Session

The Board reconvened at 11:25 a.m.

Following discussion, the MSD Board decided to schedule a meeting prior to the next regularly scheduled Board meeting to address Board member’s concerns regarding the MFWQTC Laboratory bid.

The meeting was adjourned at 11:28 a.m.
