Structure of MSD's Program MSDs pretreatment program is managed by the Industrial Waste Department which is part of the Regulatory Services (RS) Division. The purpose of MSD's pretreatment program is to:
To accomplish these purposes,
RS
inspects, and when appropriate, issues permits to and monitors targeted commercial /
industrial discharges. RS is also responsible for enforcing the applicable discharge
regulations. MSDs ability to implement and enforce its pretreatment program is
determined by its legal authority. MSDs Wastewater / Stormwater Discharge
Regulations (WDRs) ( MSD owns and operates
21 water quality
treatment centers (WQTCs) throughout Jefferson County. Each of these WQTCs have their own
KPDES permits, allowing direct discharge of the treated effluent to a receiving stream,
but only four of the treatment plants have permitted commercial/industrial discharges in
their collection systems. Therefore, MSD manages the pretreatment program for four WQTCs.
