MS4 Program – Illicit Discharge

The Illicit Discharge Program is designed to detect and eliminate illicit connections and improper disposals to the MS4 system. Per interlocal agreements, the Cities of Anchorage, Jeffersontown, Prospect, Shively, St. Matthews, and KyTC pay MSD to perform the components of the Illicit Discharge Program. The City of Louisville and Jefferson County give MSD the authority to perform the Illicit Discharge Program on their behalf.

The Illicit Discharge Program is comprised of the following program elements:

  • ID-1 Implement and Aggressive Follow-Up Program
  • ID-2 Stormwater Outfall Location, Structure Inventory, and Screening Program (Student Outfall Program)
  • ID-3 Database/Case Tracking System
  • ID-4 Illicit Discharge/ Illegal Dumping Ordinance for the City of Prospect
  • ID-5 Education
