MS4 Program (Prior to 1988)

Prior to 1987, MSD was responsible for drainage only within the limits of the combined sewer system. In 1987, community-wide drainage authority was transferred by Louisville and Jefferson County to MSD, establishing it as the Storm Water Utility. The transferred system was in need of extensive repair, improvement, and expansion. MSD inherited a substantial back log of open drainage requests, requiring a series of major drainage improvement projects. Since the initial efforts, there have been numerous projects to improve the drainage conveyance systems while implementing environmentally sensitive designs into the process. No formal stormwater quality or stream sampling program was in existence at this time.
