Pretreatment Program (1998 to 2002)

This period continues the improvements in technology and accessibility of data.

In 1997, GIS coordinates were assigned and utilized for tracking and identifying SIUs. MSD initiated a web-based compliance connection to the IWIS database in 1998 which allows real time access to monitoring and enforcement information by the public, EPA, consultants and property transfer customers.

MSD initiated an e-mail reminder system to permittees with self-monitoring reporting obligations under the Pretreatment Program in 1999. The following year, MSD initiated an extensive use of electronic services identifying violations and data quality issues, as well as communicating the occurrence of those violations in a timely manner thereby allowing permittees to react quickly to eliminate the source of the violations.

GIS coordinates are being determined for the locations and quantity of hazardous chemicals stored by industries. As of July 2003, this data is 82% complete.

The following statistics and charges were realized over the listed time periods:

  • 1998-2003:Reduction of industrial flow from 18.0 MGD to 17.5 MGD at MFWTP
  • 1998-2003:Reduction of SIUs from 124 to 106
  • 1998-2003:Reduction of SNC from 7% to 3%
  • 1999-2002:Increase in Categorical SIUs from 32 to approximately 50.
