Initial SSO Efforts (Prior to 1988)

In the late 1980’s, MSD surveyed neighborhoods where backups were common to try to determine the sources of stormwater entering sanitary sewers. In areas where the problems were especially severe, the sewers were slip-lined. This reduced infiltration somewhat, but infiltration through customers’ leaky lines and inflow from customers’ improper connections remained a problem.
